There aren't many tools at the Democrats disposal, while Manchin and Sinema are far more concerned about the "bipartisanship" fantasy than either the GOP or their own party.

The real culprits are the American people themselves, who already accept this shambolic state of affairs as 'business as usual'.

“the democrats are feckless” OR the people are most vociferous about the end of democracy don’t really care or don’t really believe it. Your assumption that Biden’s comments or Schiff’s or whoever's are offered in good faith rather than being seen as ways to gin up the base and get more dollars flowing into the DNC coffers seems a tad naive. Maybe they are serious, but is it really inconceivable that this is all theater? Why do you keep ASSUMING good faith? Do you do this with Republicans? Are democrats really more virtuous?

My account focuses on the gap between what the Dems say and what they do. It doesn't depend on deciding if they are cynical or just incompetent: either possibility is open.
